Referring to your letter of June 28th.
The Governor Aquate money if I give the undertaking of the assurance to the Legislative Council will be for the winding up, if required, as the advance would anyhow be made at best rate at present. The Colony would have to pay the difference between this interest and 4 percent.
It is advisable to approach the matter to which you refer if it can be avoided.
You should endeavour, in consultation with Sir Ernest Sayers, to settle the conditions on which the money is advanced. Such conditions might be the acceptance of our Canton Kowloon agreement and the Imperial Chinese loan, the latter condition being necessary to guard against the possibility of default by the Viceroy.
An undertaking should be that the Viceroy, if he sold or pledged the loan, would redeem it. There will usually be no issue unless your consent is obtained.
